China EV Battery & Cathode Usage Trends
From 2020 to 2025, battery and cathode usage in Chinese electric vehicles (BEV, PHEV, HEV) grew at annual averages of 62.2% and 65.9%, rapidly expanding the market. For Jan–Jul 2026 the cumulative figures rose 16.6% and 16.9% respectively, a step up from the Jan–Jun pace. What stands out is that registrations over the same period actually fell 8.6%. With battery capacity per vehicle up 27.6%, from 47.1kWh to 60.2kWh, growth now comes from what each car carries rather than from unit volume.
Safety regulation sits at the center of this change. From 1 July 2026 China enforced both the power-battery safety requirement (GB 38031-2025) and the EV safety requirement (GB 18384-2025). Cells must show no fire or explosion for two hours after thermal runaway, and must pass an impact test after 300 fast-charge cycles. Amid estimates that ceramic-coated separators and similar changes would add more than CNY 5,000 per vehicle, sales of A00-segment microcars fell 64% in Jan–May. As low-cost, small-capacity models were pushed out and mid-to-large models remained, capacity per vehicle rose.
Tax policy is moving the same way. The NEV purchase tax shifted from full exemption in 2024–2025 to a 50% reduction for 2026–2027, with the per-passenger-car benefit capped at CNY 15,000. From 1 September 2026 a new 2% consumption tax applies to lithium-ion batteries, rising to 4% in September 2027. Next-generation technologies such as sodium-ion and solid-state remain exempt through the end of 2028. Support has shifted from driving adoption to steering technology transition.
External conditions remain fluid. The export controls on lithium-ion batteries, cathode and anode materials that China planned for November 2025 were suspended just before taking effect and remain on hold until 10 November 2026, while the EU's countervailing duties on Chinese BEVs and high US tariffs stay in place. With regulation, taxation and trade all in motion, this report examines how the numbers responded through Jan–Jul 2026 Chinese EV battery and cathode usage.

2020년부터 2025년까지 중국 전기차(BEV, PHEV, HEV)에 탑재된 배터리와 양극재 사용량은 각각 연평균 62.2%, 65.9% 늘며 시장 외형을 빠르게 키워왔다. 2026년 1~7월 누적으로는 배터리가 16.6%, 양극재가 16.9% 증가해 1~6월 누적보다 한 단계 올라섰다. 눈여겨볼 대목은 같은 기간 등록 대수가 오히려 8.6% 줄었다는 점이다. 대당 배터리 탑재량이 47.1kWh에서 60.2kWh로 27.6% 늘면서, 대수가 아니라 차량 한 대에 실리는 용량이 성장을 만들어낸 구조가 됐다.
이 변화의 한가운데에 안전 규제가 있다. 중국은 2026년 7월 1일부터 동력배터리 안전 요구사항(GB 38031-2025)과 전기차 안전 요구사항(GB 18384-2025)을 함께 시행했다. 열폭주 이후에도 2시간 동안 화재와 폭발이 없어야 하고, 300회 급속충전 뒤 충격시험도 통과해야 한다. 세라믹 코팅 분리막 전환 등으로 대당 원가가 5,000위안 이상 오를 것이라는 관측 속에 A00급 초소형 전기차 판매는 1~5월 64% 급감했다. 저가·소용량 차종이 밀려나고 중대형 차종이 남으면서 대당 탑재량이 올라간 것으로 보인다.
세제 환경도 같은 방향으로 움직인다. NEV 구매세는 2024~2025년 전액 면제에서 2026~2027년 50% 감면으로 조정됐고 승용차 1대당 감면 한도도 1만5000위안으로 묶였다. 여기에 2026년 9월 1일부터 리튬이온 배터리에 소비세 2%가 새로 부과되며 2027년 9월에는 4%로 오른다. 나트륨이온과 전고체 등 차세대 기술은 2028년 말까지 면세 대상으로 남는다. 보급을 밀어주던 지원이 기술 전환을 유도하는 쪽으로 옮겨간 셈이다.
대외 환경은 유동적이다. 중국이 2025년 11월 시행하려던 리튬이온 배터리·양극재·음극재 수출통제는 시행 직전 유예돼 2026년 11월 10일까지 효력이 멈춰 있고, EU의 중국산 BEV 상계관세와 미국의 고율 관세는 그대로 유지되고 있다. 규제와 세제, 통상 조건이 함께 움직이는 국면에서 수치가 어떻게 반응했는지 2026년 1~7월 중국 EV용 배터리 및 양극재 사용량을 통해 확인한다.
