Europe EV Battery & Cathode Usage Trends

 

Among the major regions, Europe's electric vehicle market (BEV, PHEV, HEV) expanded most clearly in Jan–Jul 2026. Battery usage rose 29.3% and cathode usage 32.9%; for July alone the rates climbed to 35.2% and 38.5%. Registrations also grew 19.6%, making it the only region where units and capacity rose together — in contrast to China, which offset falling units with larger packs, and North America, which continued its double-digit contraction.

 

July's acceleration coincided with national incentives being retooled. France restarted “leasing social”, a subsidized EV lease for low-income households, on 16 July, and BEV registrations there rose 127% that month; Germany grew 61.7%, taking BEV share to a record 29.3%. The UK rose 44.5% but still fell short of its zero-emission vehicle mandate. European demand's sensitivity to policy design was confirmed once again.

 

The broad regulatory framework is still under discussion. In December 2025 the European Commission proposed lowering the post-2035 CO₂ reduction target for new cars from 100% to 90%, with the remainder offset through EU-made low-carbon steel, e-fuels and the like. Plug-in hybrids and range extenders would remain in production. The proposal must still pass negotiations between the Parliament and the Council, and as of September 2026 no final agreement has been confirmed.

 

One more variable has emerged on local production. Since April 2026's change of government, Hungary has successively tightened environmental and permitting standards for battery plants. On-site inspections began in August, and legislation passed abolishing the minister's power to designate battery sites directly. CATL's Debrecen plant 1 received its occupancy approval in late August, though the company said this does not mean production has started. Against this backdrop, this report reviews European EV battery and cathode usage for Jan–Jul 2026.

 

 

​유럽 전기차용 배터리 및 양극재 사용량 동향

 

​2026년 1~7월 유럽 전기차(BEV, PHEV, HEV) 시장은 주요 지역 가운데 확장세가 가장 뚜렷했다. 배터리 사용량은 29.3%, 양극재는 32.9% 늘었고 7월 한 달만 놓고 보면 각각 35.2%, 38.5%까지 증가율이 올라갔다. 등록 대수도 19.6% 늘어 대수와 용량이 함께 성장한 유일한 지역이며, 같은 기간 중국이 대수 감소를 대당 용량으로 메우고 북미가 두 자릿수 역성장을 이어간 것과 대비된다.

 

7월의 가속은 각국 인센티브 재정비와 맞물렸다. 프랑스는 7월 16일 저소득층 대상 전기차 리스 지원(사회적 리스)을 재개하면서 그달 BEV 등록이 127% 늘었고, 독일도 61.7% 증가해 BEV 점유율이 29.3%로 역대 최고를 기록했다. 영국은 44.5% 늘었지만 무공해차 의무비율에는 못 미쳤다. 유럽 수요가 제도 설계에 민감하게 반응한다는 점이 다시 확인된 셈이다.

 

규제의 큰 틀은 아직 논의 중이다. 유럽위원회는 2025년 12월 2035년 이후 신차의 CO₂ 감축 목표를 100%가 아닌 90%로 낮추고 나머지는 EU산 저탄소 강재나 e-fuel 등으로 상쇄할 수 있게 하는 안을 내놨다. 플러그인 하이브리드와 레인지 익스텐더의 생산도 계속 가능해진다. 다만 이 안은 유럽의회와 이사회의 협상을 거쳐야 하며 2026년 9월 현재까지 최종 타결은 확인되지 않는다.

 

역내 생산 쪽에서는 변수가 하나 더 늘었다. 헝가리는 2026년 4월 정권이 교체된 뒤 배터리 공장에 대한 환경·인허가 기준을 잇달아 강화하고 있다. 8월 들어 현장 실사가 시작됐고, 장관이 배터리 부지를 직접 지정하던 권한을 폐지하는 법안도 통과됐다. CATL 데브레첸 1공장은 8월 말 사용승인을 받았지만 회사는 생산 개시를 뜻하는 것은 아니라고 밝혔다. 이러한 조건에서 2026년 1~7월 유럽 EV용 배터리 및 양극재 사용량을 살펴본다.​
